Idaho National Laboratory is hiring a Manager Proposal & Agreement Services to work in our Business Management department. Our team works a 9x80 schedule located out of our Idaho Falls EROB facility with every other Friday off.

You will be fully accountable to lead and manage, without appreciable direction, the Proposals & Agreement Services function for BEA. In addition, you will provide leadership and direction to direct report staff and research customers relative to life-cycle management of proposals and agreements.

You will report to the Director of Acquisition & Contracts Management.

Responsibilities Include:
  • Maintain the technical expertise necessary to establish strategy for executing full life cycle requirements for external competitive research and development (R&D) funding opportunities and proposals made to non-federal entities (state and private/industry), external R&D funding opportunities include grants, funding opportunity announcements, requests for proposals as well as other external partnership opportunities.
  • Additionally, must provide leadership, and direction to direct report staff on multiple agreement types including but not limited to CRADA's and SPP's that cross multiple industrial partners, governmental, and other DOE laboratories.
  • Requires routine collaboration to facilitate and/or lead discussions with internal and external stakeholders.
  • Effectively manage the Proposal and Partnership System (ProPS) and Agreement Management Partnership System (AMPS) to ensure required authorizations are obtained prior to engaging with select third parties.
  • Lead and/or support multi-disciplinary teams to affect the proposal and agreement processes across the laboratory as necessary to implement policies and strategies to ensure all proposals and agreements support the INL mission agenda.
  • Actions will be highly visible and often require interaction with senior INL and DOE leadership including BEA, NE-ID, DOE-HQ, IA-10, NA-20, and complex wide.
Qualifications

Minimum Requirements:

Bachelor's degree in a business discipline and 5 years of relevant experience or Advanced Degree and 3 years of relevant experience.

Must be able to understand the complex issues relating IP and ownership of Subject Inventions and Data Rights.

Preferred Experience:

Must have a working knowledge of Stevenson-Wydler Technology Innovation Act and Bayh-Dole Act as well as DOE Orders associated with CRADA's, SPP's, MOU's, and NDA's (ex. DOE Orders 485.1, 483.1B, 483.1E, and 221.1B).

MR0200-Salary Grade 220 ($110,316 - $181,956)
